Add rule

/api/compliance/packs/:pack_id/rules

Adds a rule to the organization's own pack, in observe or advise mode, reading not yet scanned until the next scan. An invalid rule returns 422 naming the field, and a managed pack returns 409 fork_to_edit. Requires permission to edit compliance for the whole organization; returns the rule with status 201.
