Provision shared storage

POST 
/api/org/shared-store/provision

Runs one provisioning pass for the organization's shared storage and returns it with its status: ready, provisioning (call again) or failed with last_error. Returns 409 while another pass is running, 404 when nothing is set up, and 403 until Jaah enables shared storage for the organization. Requires permission to edit credentials.
