Update shared storage

PUT 
/api/org/shared-store

Creates or updates the organization's shared storage settings: cloud credential, region, subnet and allowed CIDR; a change to anything but the CIDR resets status to pending for the next provisioning run. Once the file system exists only the CIDR can change, and any other change returns 409. Requires permission to edit credentials, and returns 403 until Jaah enables shared storage for the organization.
