Refactor and consolidate
Move a report's summary calculations to the backend
On the report UI, when the Long Value option is selected, the Starting Value, Ending Value and Net Change are calculated on the frontend by adding up the values of all 3 buckets. Refactor this to use values from the backend. All 3 values must be taken as of the start of the selected period. If a bucket didn't exist on the start date, its starting value is 0.

Unify New Task and Edit Task

Refactor the oversized report page component
The portfolio report page component has 3,358 lines, 73 state hooks and about 1,300 lines of comments about task history. Refactor it: pull out reusable code, and improve its quality, readability and efficiency. Keep the comments, because they are useful. Be very careful, because this page is very important. Don't introduce new bugs.
