Every full gate takes 10 minutes or more if the host is busy, and gates repeat many times because of collisions with other runners that change develop concurrently and also run tests.
Some ideas: rate each test's efficiency by how often a failure is a real bug versus a flake or a side effect of high concurrency. Then we could pick the most selective tests and only run those.
