Delete stale sessions

POST 
/api/sessions/stale/delete

Deletes the stale sessions the caller can see: ones still marked running past the age limit that never uploaded a transcript and have no live runner. Each call deletes a capped number; remaining and truncated say whether to call again. Requires permission to edit sessions.
