Get cloud connection options

GET 
/api/cloud-connections/options

Returns the allowed instance types, the AWS credentials the caller may view (each with the region its credential names, if any) and the cloud connections to pick from. An empty instance type list means cloud node creation is off. Requires the Org Owner or Org Admin role.
