Create cloud connection

Creates a cloud connection over one AWS credential in one region (a credential may hold several); only aws is accepted as provider. A blank ami_id means every launch takes the newest Ubuntu LTS image, and a blank subnet_id or security_group_id is resolved now (the region's default VPC, a jaah-node group found or created) and stored. Requires the Org Owner or Org Admin role, and returns 502 with AWS's own message when AWS refuses the lookup.
