Confirm a hosting change

POST 
/api/rentals/:rental_id/change/:change_id/confirm

Pays a quoted hosting change: the old product ends and the new one starts now, and the machine changes once the payment succeeds (a change that needs a new machine requires reprovision_confirmed). When the bank asks to confirm, payment carries the client secret and you call again once confirmed. Requires the Org Owner or Org Admin role.
