Get hosting change options

GET 
/api/rentals/:rental_id/change-options

Returns what an active monthly dedicated hosting may change to: every offered instance type (current, available, or needing a new machine and why) and every storage size (only larger ones can be picked), its current product, and how many sessions are running on it. Requires the Org Owner or Org Admin role.
