Get nodevault

GET 
/api/nodevault

Returns the organization's NodeVault status: plan flags, current and previous key hashes with their credential counts, each node's identity fingerprint and per-key delivery state, and the running operation, never key material. Returns 403 when NodeVault is neither in the plan nor set up. Requires the Org Owner or Org Admin role.
