Get nodevault seal key

GET 
/api/nodevault/seal-key

Returns the organization's current NodeVault public key (base64 SPKI DER), algorithm and key id, to seal a NodeVault credential's secret fields in the client. Returns 403 when the plan does not include NodeVault and 409 when NodeVault is not set up.
