Confirm ticket attachment

/api/support/tickets/:ticket_id/attachments/:attachment_id/confirm

Confirms that an uploaded ticket file's bytes arrived, making the file visible on the ticket. Only the uploader or Jaah support staff can confirm. Returns the file.
