Delete ticket attachment

DELETE 
/api/support/tickets/:ticket_id/attachments/:attachment_id

Deletes a file from a ticket, along with its stored bytes once nothing else uses them. Uploaders can delete their own files; Jaah support staff can delete any. Returns 204 with no body.
