Create chat attachment ticket

POST 
/api/support/conversations/:conversation_id/attachments/ticket

Registers a pending file on the caller's own chat conversation and returns a presigned upload URL for its bytes; confirm the upload afterwards. A chat holds at most 50 files, after which this returns 409.
