Create ticket attachment ticket

POST 
/api/support/tickets/:ticket_id/attachments/ticket

Registers a pending file on a ticket and returns a presigned upload URL for its bytes; confirm the upload afterwards. Uploading follows the comment rules: internal files are staff-only, and a customer cannot add files to a closed ticket.
